For years, the success of IT outsourcing in Bulgaria was measured in headcount. Double-digit and even triple-digit staff growth was normal. According to an analysis by Vladimir Vladkov in Digitalk, the market is entering a more mature phase: leading companies are focusing less on filling positions and more on innovation, AI and high-value services.
From volume to value
The change is visible in the Digitalk 101 rankings too. The "we give you people" model is giving way to "we take responsibility for the outcome". Krasimir Kostadinov of Scalefocus describes the same thing in a separate interview, which we covered in our article on smaller, more experienced teams.
How to choose a provider in this new landscape
If you are commissioning a software or web project, these questions show whether you are working with a mature partner:
- Do they talk about goals or only about hours? A good provider asks what the project needs to achieve.
- Is there a clear process? Analysis, structure, design, development, testing, launch, maintenance.
- How is quality tested? Checks across devices, speed, accessibility and forms.
- Who handles maintenance? Updates, backups and security after launch.
- What do you own at the end? Access credentials, code, licenses, and the domain and hosting in your name.
A small team is not necessarily a risk
In a mature market, team size matters less than experience and accountability. A small studio with a clear process and direct communication often works faster than a large team with several layers of middlemen. The key is transparency: what will be done, by when and how it will be checked.
